The VSS Audit & Risk Committee (ARC)

The VSS Audit & Risk Committee (ARC) and its Chair are appointed by the Board.  The Chair is independent and is not a member of the VSS Board.

The ARC’s terms of reference set out its purpose as being to support the Interim Accounting Officer in monitoring risk, control and governance systems (including financial reporting).  Additionally the ARC will advise the Board and the Accounting Officer on the adequacy of audit arrangements (internal and external) and on the implications of assurances provided in respect of risk and control.

The ARC’s agenda of work has been established in line with best practice set out in the Department of Finance and Personnel’s Audit and Risk Assurance Handbook.  The ARC does not have executive powers.

Bertha McDougall

Audit & Risk Committee Member

Bertha McDougall was appointed to the VSS Board on 4 December 2013. Previously, Bertha was a Commissioner for Victims and Survivors from 2008-2012, and also held the role of the Interim Commissioner for Victims and Survivors from 2004-2006. Bertha is currently the Chair of Forgotten Families.

Jonathan McCullough

Audit & Risk Committee Member

Jonathan McCullough was appointed to Audit and Risk Committee in July 2021.  He worked for over three years in an Accountancy Practice where he qualified as a Chartered Accountant working in areas including audit, accounts preparation and company secretarial.  Since 2002, he has developed his audit and accountancy skills  in a range of different roles across the Northern Ireland Civil Service.  These include leading various business areas within Finance Shared Services, holding  a range of senior roles within the Insolvency Service for Northern Ireland and leading various finance related projects.  In his current role, Jonathan is responsible for Strategy, Governance and Transformation within Account NI.  He is also involved in a number of voluntary organisations.
