Strategy for Victims and Survivors 2024-2034

First Minister Michelle O’Neill and deputy First Minister Emma Little-Pengelly have today, 2nd October, launched a new strategy for victims and survivors of the Troubles/Conflict. The Victims and Survivors Service (VSS) welcomes the Executive’s endorsement, and the commitment provided by the Executive on the continuing priority given to meeting the needs of victims and survivors.

The strategy will ensure the right trauma-informed and victim-centred services are in place to empower and support victims and survivors, and contribute to building a shared and peaceful future.

First Minister Michelle O’Neill said: “Meeting the needs of victims and survivors, dealing with the past, and building for the future remain the key issues for those impacted by the Conflict. Deputy First Minister Emma Little-Pengelly added the Strategy, “recognises the need for improved collaboration across central and local government, statutory agencies and the voluntary and community sector. By working together, we can ensure victims’ and survivors’ holistic needs are met.”

 The Strategy has benefitted from a co-design approach involving victims and survivors, community and voluntary organisations, the Victims and Survivors Service, Commissioner for Victims and Survivors and others.  The consideration of wider views through a process of public consultation has also been an important step in securing the widest possible participation in shaping this crucial Strategy.

VSS Chief Executive, Andrew Walker said, “The Strategy provides a new framework within which VSS and our community partner organisations can continue to build on our work to support victims and survivors, in line with their needs.  The 10 year period for the Strategy provides certainty on the Executive’s long term support for the approach provided under the three key pillars included, Needs, The Past, and The Future.  I am pleased that the focus remains clearly on outcomes for victims and survivors, and that clear victim-centred principles and values have been agreed to underpin the implementation of this Strategy.  VSS looks forward to playing our part in supporting delivery across all areas of the Strategy going forward.”
