SCHEME SCHEDULED TO OPEN ON 31 AUGUST 2021 at 12 noon
In a statement, Mr Justice McAlinden said:
“I previously announced my intention for the Scheme to open on 30 June 2021. This would have coincided with publication of guidance on how the level of permanent disablement of applicants is to be medically assessed. While it remains the intention to publish the guidance by 30 June, it is anticipated that the guidance will be complex and detailed and I recognise that it is important that applicants can familiarise themselves with the guidance in advance of submitting an application. The Victims’ Payments Board will be responsible for determining who is entitled to payment in respect of an injury caused by a Troubles-related incident.”

Requests for information
Applicants will be asked to submit, along with their applications, information which they have on hand relating to their injury/circumstances. Note that VPB will have arrangements in place to seek information which applicants do not have to hand, from the relevant source (e.g. PSNI, PRONI, Health Trusts, VSS etc).
In respect of VSS, we are aware that we may hold information which applicants will wish to be taken into account. We do have an information sharing agreement with VPB and can therefore provide this information directly to VPB in any case where VPB requests it. It is therefore not necessary for applicants to make a request to VSS to request information before submitting an application.
Individuals do however retain the right to ask VSS for any information we hold about them (a Subject Access Request). For anyone wishing to make such a request in relation to the TPDPS, a form is available to do so below. We recommend that applicants consider firstly collating information which is on hand, and then awaiting the detailed application guidance on 31 August 2021, which will help to identify any key records they may wish to request from VSS.
