An important step forward for those impacted by Mother and Baby Institutions, Magdalene Laundries and Workhouses

The Assembly’s Committee for the Executive Office has published its proposed amendments and recommendations to the Inquiry (Mother and Baby Institutions, Magdalene Laundries and Workhouses) and Redress Scheme Bill.

This is an important step forward for those impacted by Mother and Baby Institutions, Magdalene Laundries and Workhouses. These recommendations follow extensive oral and written evidence from departmental officials, partner organisations, and—most importantly—those impacted.

The Chairperson of the Committee for the Executive Office, Paula Bradshaw MLA, said:

“This is a Bill to make provision relating to one of the most distressing and hurtful episodes in Northern Ireland’s history. Getting the foundations of the Inquiry and the Redress Scheme right is essential.”

The proposed legislation would establish:

  • A formal Inquiry into Mother and Baby Institutions, Magdalene Laundries and Workhouses in Northern Ireland from 1922 to 1995.
  • A Redress Scheme for those impacted

This progress delivers on The Northern Ireland Executive’s Programme for Government commitment to provide access to justice for those affected, through a robust investigation and a supported redress process—ensuring no one is left behind.

VSS is continuing to ensure that support and services are appropriately scaled to support those impacted in line with the events and activities associated with the Inquiry and Redress Scheme in 2025/26 and beyond.
